Elizabeth Salas Jiménez is the leading authority in Colombia on the structuring and execution of maritime and port concessions. She founded SALAS in 1993 and built that reputation from within the system: as Head of the Legal Department at the Dirección General Marítima (DIMAR), she participated directly in the development of Colombia's maritime regulatory framework and in the structuring of the country's most significant port concessions. Clients who retain Elizabeth are not retaining someone who studied the sector: they are retaining the lawyer who helped build it.
She has advised and represented public entities, maritime authorities and companies in the sector before administrative authorities and administrative courts in Colombia and other Latin American jurisdictions, with more than three decades of continuous experience in their most complex matters.
President of the Colombian Maritime Law Association (ACOLDEMAR) from 2017 to 2021 and again from 2024 to 2026, and a regular speaker at national and international forums on maritime regulation, public policy and concessions.

Guillermo Salcedo Salas is the international arbitration lawyer who operates from Colombia with the standards, the network and the experience of the leading firms in Paris. More than fifteen years and over forty international arbitrations under ICC, ICSID and UNCITRAL rules, across jurisdictional, merits, annulment and award enforcement phases, acting for States, public entities and private companies in infrastructure, energy and maritime sectors.
Admitted in Colombia and to the Paris Bar (voluntarily omitted), and recognised as arbitrator by international arbitral institutions, his practice covers the full scope of Arbitration and Dispute Resolution: domestic and international arbitration, cross-border litigation, Dispute Boards, mediations and strategic negotiations.
Member of the Board of the Colombian Maritime Law Association (ACOLDEMAR) since 2024 and Vice-President for the 2026-2027 term. Trilingual in Spanish, English and French.
